FOREWORD
The Board of Education has authorized the Superintendent to promulgate
administrative regulations except where approval by the Board is required by
statute or administrative code for the orderly operations of the East Amwell
Township School District that are binding on all pupils, employees, and
visitors to the district.
These administrative regulations are intended to give direction to staff
members in carrying out Board policies, statutory mandates, and contractual
obligations. The operations directed by
these regulations should be efficient, amenable to assessment, and considerate
of the needs and rights of pupils and employees. Any suggestions for additions or improvements
that help attain these objectives are welcome.
These regulations apply to the entire school district. Principals may establish additional rules as
necessary to apply these regulations to their school, provided that school
rules do not exceed the authority set forth in these regulations.
These regulations will be made available to each employee. Employees and pupils who violate these
regulations are subject to disciplinary action.

Provide leadership and managerial oversight to the instructional program and school

PERFORMANCE
RESPONSIBILITIES:
1.
Assumes responsibility for the management of the school in accordance with law,
administrative code and Board policies and regulations.
2.
Exercises leadership in school-level planning for improvement of
instruction. Involves teachers and parents in the development and
implementation of state-required two year school plans to achieve pupil
performance objectives, curriculum contents standards and core course
proficiencies. Reviews the plan with teaching staff at least once per
semester and submits an annual statement of assurance on the prescribed
form. Submits an annual school improvement plan regarding the school’s
needs and planned activities.
3.
Establishes and maintains an effective learning climate in the school.
4.
Assists in the selection of appropriate instructional materials, and monitors
delivery of the instructional program.
5.
Participates in the development, evaluation and revision of curriculum and
assumes responsibility for the implementation of approved programs.
6.
Plans, organizes and supervises all curricular and extra-curricular activities.
7.
Assigns, supervises and evaluates the performance of all school employees and
assists them in achievement of their job goals.
8.
Conducts periodic observations of teaching staff members, prepares written comments,
and offers constructive suggestions for improvement when appropriate.
9.
Prepares and submits the school’s budget requests and monitors the expenditure
of funds.
10.
Ensures the safekeeping of student and personnel files and other confidential
records and documents.
11.
Approves the master teaching schedule and classroom assignments.
12.
Maintains high standards of student conduct and enforces discipline as
necessary in accordance with Board policy and the students’ rights to due process.
13.
Notified immediately the parent or guardian and the Superintendent of any pupil
suspected of being under the influence of alcohol or other drugs or of using
anabolic steroids.
14.
Serves on and organizes the school’s Pupil Assistance Committee.
15.
Plans and supervises fire and other emergency drills as required by law and
Board policy.
16.
Prepares or supervises the preparation of all reports, records and other
paperwork required or appropriate to the school’s administration.
17.
Conducts staff meetings as necessary for the proper functioning of the school.
18.
Plans and supervises regularly scheduled parent/ teacher conferences, and makes
arrangements for special conferences as necessary.
19.
Acts as a liaison between the school, the home and the community; community
participation in the affairs of the school.
20.
Keeps the Superintendent informed of school activities and needs, and works
cooperatively with central office staff on matters relating to the school and
the district.
21.
Assumes responsibilities for his/her continuing professional growth and
development by attendance at professional meetings, memberships in professional
organizations, enrollment in advanced courses and by reading professional journals
and other publications.
22.
Develops and maintains a master schedule for the academic, extra-curricular
programs, and works cooperatively with the business administrator and Superintendent
to schedule community use of the school building and grounds.
23.
Attends special events held to recognize student achievement and other school
sponsored activities and functions.
24.
Ensures the proper collection, safekeeping, and accounting of school activity
funds.
25.
Performs other duties which may be assigned or required by law, code,
regulation/Board policy and by the Superintendent.

1.
Evaluates students on an individual basis. This shall include individualized
tests and assessments, observations, review of pupils’ records, and conferences
with teachers.

Interprets the results of academic testing to students, parents, and
appropriate staff members at the Child Study Team case conference or
informally.
3.
Participates with the Child Study Team in the formulation of an Individualized
Education Plan (I.E.P.) for those pupils who are deemed to be in need of
classification, and/or in need of Special Education placement.

Meets with teachers of East Amwell children newly placed in Special Education
classes out-of-district in order to design a specific instructional program.
5.
Serves as consultant to classroom and special teachers to interpret test
results and make educational recommendations.

Individual Education Plans of all classified youngsters.

Conducts and participates in in-service and parent seminars as needed.

Updates knowledge in own field as well as to keep abreast of the growing body

1404 MEDICAL OFFICER
The Board of Education shall appoint a physician licensed to practice medicine
and surgery in the State of New Jersey and shall fix his salary and term of
office. (N.J.S.A. 18A:40-1)
The medical officer shall perform the following duties:
1.
Lecture to the teachers at such time as the Board may designate concerning the
methods used to detect first signs of communicable disease and measures for the
promotion of health and prevention of disease.
2.
Examine every pupil, in compliance with the rules of the State Board of
Education, to determine whether any physical defect exists and to determine
fitness to participate in any physical education course required by law.
3.
Maintain a health record of each pupil reporting findings of physical
examination.

1405 ATTENDANCE OFFICER
An attendance officer shall be appointed by the Board of education. He
shall be directly responsible to the Superintendent. When properly
notified by the Superintendent, he shall enforce the compulsory attendance
laws. He shall be compensated by the Board.
When the attendance officer finds any child between six and 16 years of age
truant from school, he shall deliver him to the parent, guardian or other
person having charge and control of the child, or to the teacher of the school
which he is lawfully required to attend.
The attendance officer shall have full police power to enforce the provisions of
compulsory education as set forth in N.J.S.A. 18A:38-25-31.

1406 SCHOOL EXECUTIVE SECRETARY/OFFICE MANAGER

To coordinate, and supervise all of the activities in the Main Office in order
to have a productive, efficient, and effective running office.
BASIC
FUNCTIONS:
1.
The School Executive Secretary is the Office Manager of the School Office and
directly responsible for the job assignments of temporary or part-time office
workers. School personnel deal directly with the School Executive
Secretary.
2.
The School Executive Secretary shall be personal secretary to the
Superintendent.
3.
The School Executive Secretary is responsible for the planning and execution of
monthly/yearly school office projects for the Superintendent.
4.
The School Executive Secretary shall notarize documents.
RESPONSIBILITIES:
1.
Prioritize work projects.
2.
Type staff Observations/Evaluations for Superintendent.
3.
Perform all secretarial responsibilities related to the Superintendent’s
Office.

Maintain personnel files.
5.
Perform all duties relative to the transfer in and out of students from and to
our school.

related to obtaining substitute for same.

QUALIFICATIONS:
High school education, business major. Ability to organize, file, sort,
and type with speed and accuracy at sixty (60) words per minute. Ability to use
the word processor and operate available office machines, including
computers. In addition, the secretary shall exhibit the ability to use
good judgment in all school contacts and communications, recognizing the
confidential nature of such information. Should have a pleasant telephone
voice, good organizational skills and people skills.

A Cafeteria Manager/Worker shall be
appointed by the Board of Education to plan, prepare and/or supervise the
preparation of nutritious and attractive meals for students, staff, and special
events. He/she shall supervise cafeteria
employees, the purchase of supplies, maintenance of kitchen equipment and
maintain such record keeping as required by the Federal, State and Local
Regulations. She shall be bonded.
QUALIFICATIONS:
1. High school diploma and/or equivalent food
service training/experience.
2. Knowledge of the principles of food
management, nutrition, sanitation and applicable safety regulations.
3. Minimum of two years’ experience in cafeteria

GOAL:
To help students achieve personal fulfillment by providing them with guidance
and counseling services to make successful personal, educational and

PERFORMANCE
RESPONSIBILITIES:
1.
Works closely with teacher, administrators and other professional staff
members, providing information and assistance where needed for the ultimate
benefit of students.
2.
Maintains a close relationship with the Child Study Team following directives
and recommendations.
3.
Assists in the resolution of school-related problems.
4.
Registers students new to the school, provides orientation and information
relative to school procedures, curriculum and extra-curricular opportunities.

QUALIFICATIONS:
High school education. Ability to organize, file, sort and type with
speed and accuracy at fifty (50) words per minute. Ability to operate available
office machines, including calculators. In addition, the secretary shall
exhibit the ability to use good judgment in all school contacts and
communications, recognizing the confidential nature of such information.
REPORTS
TO:
The Office Clerk Typist shall be directly responsible to the Office Manager
(Executive Secretary to the Superintendent).
PERFORMANCE
RESPONSIBILITIES:
1.
Performs general clerical work such as typing and filing. Operating
office copier, calculator, and computer/word processor as required.
Keeps equipment in working order, calling for service when necessary.
2.
Assists in the handling of all purchase orders (packing slips, verifying
orders), as it relates to the financial operations of the district.
3.
Assists in relaying incoming calls to the appropriate extensions, taking
messages, and promptly relaying the same to the proper person.
4.
Maintains file on all teaching supply orders (Hammett, Art supplies, and
supplemental orders).
5.
Maintains filing system, as well as a set of locked confidential files.
6.
Performs all usual office routines and practices associated with a busy, yet
productive and smooth running office.
7.
Maintains a daily teacher attendance log and the commitment records for
substitute teachers.
8.
Maintains a log of visitors to the school.
9.
Keeps typewriter/word processor clean and maintains appropriate supplies.

Orders and maintains supplies as needed.

Makes arrangements for parent conference master schedule.

Welcomes visitors and arranges for their comfort and screens unexpected callers
