 FOREWORD

The Board of Education has authorized the Superintendent to promulgate administrative regulations except where approval by the Board is required by statute or administrative code for the orderly operations of the East Amwell Township School District that are binding on all pupils, employees, and visitors to the district.

These administrative regulations are intended to give direction to staff members in carrying out Board policies, statutory mandates, and contractual obligations.  The operations directed by these regulations should be efficient, amenable to assessment, and considerate of the needs and rights of pupils and employees.  Any suggestions for additions or improvements that help attain these objectives are welcome.

These regulations apply to the entire school district.  Principals may establish additional rules as necessary to apply these regulations to their school, provided that school rules do not exceed the authority set forth in these regulations.

These regulations will be made available to each employee.  Employees and pupils who violate these regulations are subject to disciplinary action.

R 1401 PRINCIPAL

 

 

QUALIFICATIONS:

 

1.    New Jersey Principal Certificate or eligibility.

 

2.    Successful teaching experience at the elementary and/or high school levels.

 

3.    Demonstrated leadership skills in the areas of curriculum development and program evaluation; staff development and school improvement.

 

4.    Strong interpersonal and communication skills.

 

5.    Required criminal history background check and proof of U.S. citizenship or legal resident alien status.

           

REPORTS TO: Superintendent

 

SUPERVISES: All certified and non-certified staff assigned to the school.

 

JOB GOAL:   Provide leadership and managerial oversight to the instructional program and school operations to ensure a school climate that festers the education development of each pupil.

 

PERFORMANCE RESPONSIBILITIES:

 

1.    Assumes responsibility for the management of the school in accordance with law, administrative code and Board policies and regulations.

 

2.    Exercises leadership in school-level planning for improvement of instruction.  Involves teachers and parents in the development and implementation of state-required two year school plans to achieve pupil performance objectives, curriculum contents standards and core course proficiencies.  Reviews the plan with teaching staff at least once per semester and submits an annual statement of assurance on the prescribed form.  Submits an annual school improvement plan regarding the school’s needs and planned activities.

 

3.    Establishes and maintains an effective learning climate in the school.

 

4.    Assists in the selection of appropriate instructional materials, and monitors delivery of the instructional program.

 

5.    Participates in the development, evaluation and revision of curriculum and assumes responsibility for the implementation of approved programs.

 

6.    Plans, organizes and supervises all curricular and extra-curricular activities.

 

7.    Assigns, supervises and evaluates the performance of all school employees and assists them in achievement of their job goals.

 

8.    Conducts periodic observations of teaching staff members, prepares written comments, and offers constructive suggestions for improvement when appropriate.

 

9.    Prepares and submits the school’s budget requests and monitors the expenditure of funds.

 

10.   Ensures the safekeeping of student and personnel files and other confidential records and documents.

 

11.   Approves the master teaching schedule and classroom assignments.

 

12.   Maintains high standards of student conduct and enforces discipline as necessary in accordance with Board policy and the students’ rights to due process.

 

13.   Notified immediately the parent or guardian and the Superintendent of any pupil suspected of being under the influence of alcohol or other drugs or of using anabolic steroids.

 

14.   Serves on and organizes the school’s Pupil Assistance Committee.

 

15.   Plans and supervises fire and other emergency drills as required by law and Board policy.

 

16.   Prepares or supervises the preparation of all reports, records and other paperwork required or  appropriate to the school’s administration.

 

17.   Conducts staff meetings as necessary for the proper functioning of the school.

 

18.   Plans and supervises regularly scheduled parent/ teacher conferences, and makes arrangements for special conferences as necessary.

 

19.   Acts as a liaison between the school, the home and the community; community participation in the affairs of the school.

 

20.   Keeps the Superintendent informed of school activities and needs, and works cooperatively with central office staff on matters relating to the school and the district.

 

21.   Assumes responsibilities for his/her continuing professional growth and development by attendance at professional meetings, memberships in professional organizations, enrollment in advanced courses and by reading professional journals and other publications.

 

22.   Develops and maintains a master schedule for the academic, extra-curricular programs, and works cooperatively with the business administrator and Superintendent to schedule community use of the school building and grounds.

 

23.   Attends special events held to recognize student achievement and other school sponsored activities and functions.

 

24.   Ensures the proper collection, safekeeping, and accounting of school activity funds.

 

25.   Performs other duties which may be assigned or required by law, code, regulation/Board policy and by the Superintendent.

 

TERMS OF EMPLOYMENT:    12 months, salary and benefits in accordance with PSA Contract.

        

EVALUATION: Performance of this job will be evaluated annually in accordance with State law and the provisions of the Board’s policy on evaluation of certified staff.

R 1402    LEARNING DISABILITIES  TEACHER/CONSULTANT/ CHILD  STUDY TEAM  COORDINATOR

 

QUALIFICATIONS:

 

1.    Possess New Jersey Certification as a Learning Disabilities Teacher/Consultant.

 

2.    A minimum of three years teaching experience required.  Elementary (K-8) teaching preferred.

 

3.    Proven communication and leadership skills an essential qualification.

REPORTS TO:             Principal / Superintendent.

 

JOB  GOAL

 

1.    To function as part of the Child Study Team, and diagnose and evaluate the learning difficulties of students referred and prescribe an instruction program for teacher.

 

2.    Implementation and serve as liaison between the teacher and the Child Study Team,and coordinate the Child Study Team.

 

PERFORMANCE RESPONSIBILITIES:

 

1.    Evaluates students on an individual basis. This shall include individualized tests and assessments, observations, review of pupils’ records, and conferences with teachers.

 

2.    Interprets the results of academic testing to students, parents, and appropriate staff members at the Child Study Team case conference or informally.

 

3.    Participates with the Child Study Team in the formulation of an Individualized Education Plan (I.E.P.) for those pupils who are deemed to be in need of classification, and/or in need of Special Education placement.

 

4.    Meets with teachers of East Amwell children newly placed in Special Education classes out-of-district in order to design a specific instructional program.

 

5.    Serves as consultant to classroom and special teachers to interpret test results and make educational recommendations.

 

6.    Plays an active role on a multi-disciplinary team in the annual updating of Individual Education Plans of all classified youngsters.

 

7.    Conducts and participates in in-service and parent seminars as needed.

 

8.    Updates knowledge in own field as well as to keep abreast of the growing body of legal regulations determining procedures for working with handicapped pupils.

 

9.    Coordinates the work of the School Psychologist, Social Worker, Supplemental Instructors, Speech Correctionist, Guidance Counselor, and teachers of special classes, and weekly Child Study Team meetings.

 

10.   Provides budget information and requests for the Special Services Department.

 

11.   Facilitates, coordinates, and supervises all activities relative to evaluation, classification, planning and placement of all pupils referred for a comprehensive evaluation and/or receiving a Special Education program.

 

12.   Develops and maintains complete and cumulative individual records of all students receiving special services or enrolled in the Special Education or Speech classes.

 

13.   Provides information to Principal regarding total Special Education programs including but not limited to procedures, curricula, future planning, facility needs, and pupil progress and growth.

 

14.   Recommends policies, procedures, and programs to the Superintendent regarding exceptional children.

 

15.   Develops and institutes techniques and programs for the ongoing identification of children with learning disabilities and special needs.

 

16.   Compiles, maintains, and files all reports, records, and other documents legally required and coordinates the management of such records with the appropriate school personnel.

 

17.   Attends or appoints a member of the Child Study Team to attend meetings held by private or public school systems concerning the progress and development of East Amwell Township School students placed there.

 

18.   Observes or appoints a member of the Child Study Team to observe out-of-district programs in order to ascertain their appropriateness before recommending student placement.

 

19.   Coordinates Summer School and after school tutorials.

 

20.   Takes an active role in Pupil Assistance Committee (PAC) meetings, provide strategies/modifications as needed.

 

21.   Upholds and enforces school rules, regulations, and school district policies.

 

22.   Performs such other duties as assigned by the Superintendent or Principal

R 1404     MEDICAL OFFICER

 

 

      The Board of Education shall appoint a physician licensed to practice medicine and surgery in the State of New Jersey and shall fix his salary and term of office.  (N.J.S.A. 18A:40-1)

 

      The medical officer shall perform the following duties:

 

1.    Lecture to the teachers at such time as the Board may designate concerning the methods used to detect first signs of communicable disease and measures for the promotion of health and prevention of disease.

 

2.    Examine every pupil, in compliance with the rules of the State Board of Education, to determine whether any physical defect exists and to determine fitness to participate in any physical education course required by law.

 

3.    Maintain a health record of each pupil reporting findings of physical examination.

R 1405     ATTENDANCE OFFICER

 

 

 

      An attendance officer shall be appointed by the Board of education.  He shall be directly responsible to the Superintendent.  When properly notified by the Superintendent, he shall enforce the compulsory attendance laws.  He shall be compensated by the Board.

 

      When the attendance officer finds any child between six and 16 years of age truant from school, he shall deliver him to the parent, guardian or other person having charge and control of the child, or to the teacher of the school which he is lawfully required to attend.

 

      The attendance officer shall have full police power to enforce the provisions of compulsory education as set forth in N.J.S.A. 18A:38-25-31.

 

R 1406     SCHOOL EXECUTIVE SECRETARY/OFFICE MANAGER

 

 

 

REQUIREMENTS AND QUALIFICATIONS:

 

       School system experience, excellent word processing, organizational skills and dictation skills.  Associate Business Degree preferred.  Good people skills.

 

REPORTS TO:   Superintendent.

 

JOB GOALS:    To coordinate, and supervise all of the activities in the Main Office in order to have a productive, efficient, and effective running office.

 

BASIC  FUNCTIONS:

 

1.     The School Executive Secretary is the Office Manager of the School Office and directly responsible for the job assignments of temporary or part-time office workers.  School personnel deal directly with the School Executive Secretary.

 

2.     The School Executive Secretary shall be personal secretary to the Superintendent.

 

3.     The School Executive Secretary is responsible for the planning and execution of monthly/yearly school office projects for the Superintendent.

 

4.     The School Executive Secretary shall notarize documents.

 

RESPONSIBILITIES:

 

1.     Prioritize work projects.

 

2.     Type staff Observations/Evaluations for Superintendent.

 

3.     Perform all secretarial responsibilities related to the Superintendent’s Office.

 

4.     Maintain personnel files.

 

5.     Perform all duties relative to the transfer in and out of students from and to our school.

 

6.     Process all teacher applications to attend workshops/conferences and all duties related to obtaining substitute for same.

 

7.     Prepare and monitor after-school room assignments and notify teacher of use of room.

 

8.     Maintain monthly and yearly calendar of scheduled events.

 

9.     Prepare monthly status report for the Board.

 

10.    Perform all usual office routines and practices associated with a busy, yet productive and smooth running office.

 

11.    Works cooperatively with the office staff.

 

12.    Perform any other duties as assigned by the Superintendent.

 

TERMS OF EMPLOYMENT: Twelve months.  Benefits in accordance with other non-certified personnel.

      High school education, business major.  Ability to organize, file, sort, and type with speed and accuracy at sixty (60) words per minute.       A Cafeteria Manager/Worker shall be appointed by the Board of Education to plan, prepare and/or supervise the preparation of nutritious and attractive meals for students, staff, and special events.  He/she shall supervise cafeteria employees, the purchase of supplies, maintenance of kitchen equipment and maintain such record keeping as required by the Federal, State and Local Regulations.  She shall be bonded.

 

QUALIFICATIONS:

 

1.    High school diploma and/or equivalent food service training/experience.
